The Elderscrolls V: Skyrim Balmora Blue Location You must complete 5 Solitude jobs for the Thieves Guild to get the quest "The Dainty Sload" which is how you acquire the Balmora Blue item Just ask Delvin Mallory "I heard you're offering extra work." Then ask Delvin for a Numbers Job. Make sure to check your quest log so your Numbers Job is in Solitude The only reason I say do the Numbers Job is because all you have to do is go into a building and press a button on a book. It's the easiest one in my opinion If you get any other location than Solitude for the Numbers Job just quit the Numbers Job until you get Solitude as your location. Delvin will get "mad" and whine but there are no in-game penalties for doing this except the failed quests taking up space in your completed quest section Or you can just reload the save until your Numbers Job says In Solitude
