Kampala Lord Mayor Erias Lukwago has asked parliament to reign on the Executive Director Jennifer Musisi, who he accuses of creating torture chambers at plot 1 Ssezibwa Road and plot 2 Mabua Road allegedly manned by illiterate mafia groups to terrorize powerless city dwellers. The allegation that the Executive Director dismisses as baseless, kick started the investigations by the already divided local government committee into the disorganization at City Hall following a petition to the house by the Lord Mayor, a section of councilors and divisional mayors.
