How to install Optifine + Java for MInecraft 2019 (UPDATED, WORKS WITH THE CURRENT LAUNCHER)

This is the updated version of how to install Optifine for Minecraft, as well as how to install the latest java. This works for mac, but I am not going to put that in the title as I did not explain it for mac.
