The "Mercer Safehouse" location is random! If you get Spectacle Island, "on that island there is an unmarked quest to spawn a queen mirelurk, activate a generator in a boat on the north side of the island I think it is." - Info provided by The1979Dude I've uploaded a newer and shorter version of this quest here: https://youtu.be/QQhQSfvD3ek If P.A.M. Is in lockdown mode, it is likely you have completed Brotherhood quest "Blind Betrayal". To exit the lockdown, one method is to complete Institute Quest "Mass Fusion" You can obtain the quest from "PAM". This quest opened up for me after completing some other Railroad quests. I added a minor segment in the clip, with me going to one of my settlements to send a settler send to the Hangman's Alley, as I didn't have any resources to build defenses.
